Many of today's home sellers know they must offer an attractive deal in order to find a buyer. Yet often they are understandably reluctant to drastically cut their asking price. But you can ask for other concessions that will benefit you, while letting the owner obtain an acceptable sales price. Negotiate to have the seller pay some of your closing costs, and possibly to pay "points" as well.

Reducing or eliminating closing costs lets you purchase a great home without having lots of money saved. You won't need to write a big check at closing to cover transaction costs. Your mortgage interest rate also can be reduced by paying points at the time of purchase. If your seller pays points, you'll have lower monthly payments for as long as you live there.

The Time is Right

Springtime traditionally has been a period when Americans enjoy shopping for a new place to live. And this year that is truer than ever. "It is now a buyers market," says David Lereah, chief economist at the National Association of Realtors.

"Buyers still have the upper hand" in most communities, agrees syndicated real estate columnist Kenneth Harney. Yet "smart shoppers should recognize that the game is changing," he adds. "Lobbing lowball offers at already marked-down properties isn't a winning strategy," Harney explains. Buyers today should "be prepared to pay a price that may not be as low as you had hoped," he notes. "But that just might be your last shot at a particular house before it sells for closer to the asking price a few weeks from now."

Harney reminds consumers that mortgage rates are within one point of their 40-year lows - and that today's attractive financing opportunities "won't be around indefinitely." But for now, "a fairly-priced house combined with a low-cost mortgage adds up to a potentially great deal." Buying a home will provide benefits you'll enjoy for years. "If you're in it for the long haul, housing is a sound investment," says Lereah. Handling Medical Bills

Health care costs are going up faster than average incomes are - and that can turn unexpected medical problems into financial challenges. At times families have no alternative but to put these bills on their credit cards, reveals new research from Demos and The Access Project.

Even Americans with health insurance "increasingly find themselves paying unmanageable out-of-pocket expenses for health care," the public policy groups report. "Too many working people are piling up debt on high interest credit cards, and risking their financial security, simply because they have the misfortune of getting sick," adds Mark Rukavina, one of the study's co-authors.

Almost three out of ten low- and middle-income households with card debt say medical expenses make up a portion of what they owe. Moderate-income households with medical debt typically have 46 percent higher charge card balances than folks who don't have unpaid doctor bills, according to "Borrowing to Stay Healthy."

Additionally, families without health insurance owed an average of $14,512 on their cards. Health-care borrowers with insurance owed an average of $10,973.
